These standard GUI based Windows tools allow you to look and serach registry. You can also examine access permissions.

This is a free command line based tool which can be downloaded from "http://barnyard.syr.edu/~vefatica/#KTIMES".
The command "keytimes hklm" will dump the machine registry with modification date/time of the keys.

This is a free GUI tool from NirSoft which is better than the Windows tools for searching as it as advanced search specifications and lists all the results.
You can double click on a match to open it in REGEDIT and it also allows you to see the registry modification date & time of keys (see key properies).
This shows the find dialog as well as the properies of one of the matches:

Interesting free alternative to "REGEDIT.EXE", it has advanced search which includes modification time. Much better bookmark capability. To view the modification time click on a key at it will display on the bottom right of the status bar (on my PC time gets truncated).
