SelfReg Table - Ordering

We could get religious about the "SelfReg" table but the fact is unless the "Install Time Extraction" idea is implemented people (and I'm not the only one - even Microsoft still use it) will continue to use it and so we need to be able to specify the ordering.

We need an "Order" column on the "SelfReg" table.

The workound using "MSIEXEC.EXE" as a custom action to register it is flawed as a Windows Installer bug means that success or failure can't be determined!!!!!
