Limited Per-User Support

Windows Installer doesn't have any way of indicating that a repair type operation should be invoked for a user when logging on. It requires users to click shortcuts or trip some other mechanism to invoke it.

That is it should be possible to "auto trip" and not just with the "hack" of installing a "startup folder" shortcut.
