AppSearch - Hotfix stupidity means backed up hotfix files can be found in preference to real ones

AppSearch will find files in "DLLCACHE" and fixpack backup directories causing apps to fail. First off its stupid for the archives to be so visible and findable by Windows Installer but given the current situation Windows Installer should be modified so as not to find them.
